House Bill 19-1312 would create a standardized exemption form. According to the National Vaccine Information Center’s Advocacy Portal, the bill requires anyone using a religious or personal belief exemption to one or more of the required vaccines for school in Colorado to submit the exemption in person to the Dept. or county, district or municipal health agency on a form developed by CDPHE (Colorado Department of Public Health and Environment). The form has to be signed by a representative of the dept.

“This bill is just the slippery slope to making exemptions difficult and impossible to obtain,” said Pam Long with the Colorado Health Choice Alliance. Long said giving the health department the power to process exemptions will mean many more are denied.
