(This, while being denied) access to testing, (being denied) personal protective equipment, (while having) insufficient staff, and limited (and confusing) guidance. (As expected) care homes were overwhelmed.

      THE ELDERLY PEOPLE IN CARE HOMES WERE MURDERED.
